It exists and requires rigorous management over long periods.
Used reactor fuel is small in volume, solid, monitored and contained. Unlike pollution dispersed by burning fossil fuels, it remains inventoried and under the operator’s responsibility.
Deep geological disposal is the reference technical solution for the most radioactive material. Site selection, regulation, funding and community trust also remain political and regulatory questions.

No source of electricity has zero risk.
When accidents and air pollution are compared per unit of electricity, nuclear, solar and wind are among the sources with the lowest estimated mortality.
Serious accidents have happened and must be studied. Modern designs add independent barriers and passive systems to reduce the likelihood and consequences of failures. Comparing risk means looking at the whole system, not only its most visible events.
Costs and timescales vary widely between projects.
Some recent projects have experienced serious delays and cost overruns; others were delivered more predictably. Financing, repeating the same design, industrial supply chains, team experience and management all make a difference.
Comparisons should include the complete system and the electricity produced over several decades. A plant price that ignores financing, operating life and contribution to the grid does not tell the whole story.
Portugal does not need to choose only one.
Solar, wind, hydro, grids, storage, efficiency and firm generation meet different needs. The useful question is which combination cuts emissions securely, at a controlled cost and with less external dependence.
Arguing that the nuclear option should be studied does not diminish the essential role of renewables. It means keeping another low-carbon technology available while scenarios for Portugal’s electricity system are assessed.
It is finite, but highly concentrated and used in small quantities.
Its high energy density makes it possible to store several years of fuel and reduces the volume of material required. Economically recoverable reserves depend on price, exploration and technology.
Fuel reuse and advanced reactors could make better use of resources, but they should not be used as an excuse to ignore costs, regulation and industrial maturity.

Thermal plants need cooling, but consumption and withdrawal are not the same.
The impact depends on the cooling system, location and water source. Cooling towers consume part of the water withdrawn; once-through systems return most of it, although at a higher temperature.
In a country vulnerable to drought, location and alternative cooling methods must be part of the assessment from the start. It is a real constraint to manage, not a detail.
